GB/T 19212.5-2025 "Safety of transformers, reactors, power supply units and combinations thereof - Part 5: Particular requirements and tests for isolating transformers for general use and power supply units incorporating isolating transformers for general use" (hereinafter referred to as the "new version standard") was released on February 28, 2025, and will be implemented starting September 1, 2025, replacing GB/T 19212.5-2011 (hereinafter referred to as the "old version standard"). China Quality Certification Centre (CQC) has revised the corresponding certification rule CQC11-461213-2022 "Safety Certification Rule for General-Purpose Isolating Transformers and Safety Isolating Transformers", affecting product category 001001. The requirements regarding the rule revision and implementation are hereby notified as follows:

I. Main Revisions

The certification reference standard GB/T 19212.5-2025 replaces the old standard GB/T 19212.5-2011.

The rated supply voltage for general-purpose isolating transformers within the scope of application has been changed from "not exceeding AC 1100V" to "not exceeding AC 1000V".

Relevant clauses of GB/T 19212.1-2023 have been added.

II. Requirements for Implementation

From the date of issuance of this notice, certification shall be carried out using the new version standard, and new version standard certificates shall be issued. Certificates based on the old version standard will no longer be issued.

For products already certified according to the old version standard, the holders of the old version standard certificates shall promptly apply to CQC for converting to the new version standard certificate. The product confirmation according to the new version standard and the certificate reissuance shall be completed between the issuance date of this notice and the conclusion of the first follow-up inspection. All conversion for old version standard certificates shall be completed no later than August 31, 2026. Certificates for which conversion has not been completed by the deadline will be suspended. Certificates for which conversion has still not been completed by November 30, 2026, will be withdrawn.

For certified products that were already manufactured, placed on the market, and are no longer in production before September 1, 2025, certificate conversion is not required.

Post-certification surveillance shall be conducted according to the rules and standards listed on the certificate.

All relevant laboratories should report their testing capabilities for the new version standard to CQC as soon as possible, and should promptly file records of their laboratory CMA and accreditation status for the new version standard.
