To all enterprises concerned,

In accordance with Announcement No. 15 of 2025 issued by the Certification and Accreditation Administration of China (CNCA) ("Announcement on the Publication of 'Implementation Rules for Mandatory Product Certification of Power Banks, Lithium-Ion Batteries, and Battery Packs (Trial)'"), the "Implementation Rules for Mandatory Product Certification of Power Banks, Lithium-Ion Batteries, and Battery Packs (Trial)" (CNCA-C09-02:2025) (hereinafter referred to as the "New Rules") were officially released on July 28, 2025. The New Rules will take effect on August 15, 2025. The "Implementation Rules for Mandatory Product Certification of Electronic Products and Safety Accessories" (CNCA-C09-01:2023) (hereinafter referred to as the "Old Rules") will no longer apply to power banks, lithium-ion batteries, and battery packs.

Accordingly, China Quality Certification Centre (CQC) has formulated CQC-C0902-2025 "Implementation Specifications for Mandatory Product Certification of Power Banks, Lithium-Ion Batteries, and Battery Packs (Trial)" in compliance with Announcement No. 15, the New Rules, and the general implementation rules for mandatory product certification. The details of the specifications and related implementation requirements are hereby notified as follows:

I. Major Revisions

1. Added explicit requirements for key processes in manufacturing enterprises.

2. Adjusted the certification mode to: Type Testing + Initial Factory Inspection + Post-Certification Supervision.

3. Revised requirements for OEM and ODM derivatives.

4. Modified the classification principles for manufacturing enterprises.

5. Changed the sampling method for type testing from enterprise-submitted samples to samples taken by CQC or laboratories from production sites.

6. Required enterprises and relevant institutions to conduct full video recording during sampling and testing. Laboratories must properly preserve tested samples for future reference after type testing.

7. Removed the "Use of Manufacturing Enterprise’s Own Testing Resources" clause.

8. Revised the frequency and content of post-certification supervision.

9. Added on-site production sampling and testing.

10. Adjusted the list of critical components and materials.

II. Implementation Requirements

Starting from August 15, 2025, certification applicants may apply for certification in accordance with the New Rules and Specifications. CQC will implement certification and issue certificates based on the New Rules and Specifications.

III. Transition of Existing Certificates

Previously issued mandatory product certificates under the old rules and specifications that remain valid may continue to be used. The transition of certificates will be completed through natural processes such as certificate renewal upon expiration, product changes, and standard updates.
