To All enterprises concerned,

China Quality Certification Centre (CQC) has recently revised the certification rules CQC11-464227-2023 "Certification Rules for Lithium-ion Batteries and Packs Used in Electric Self-balancing Vehicles", which involves product category 001135. The details of the revisions and implementation requirements are hereby notified as follows:

I. Key Revisions

The name of the rules has been changed to "Certification Rules for Lithium-ion Batteries and Packs Used in Electric Self-balancing Vehicles and Scooters".

The certification referenced standard has been modified in Section 4.2.1, replacing GB/T 40559-2021 with GB 40559-2024.

Appendix 1 "Factory Quality Control Testing Requirements for Certification of Lithium-ion Batteries and Packs Used in Electric Self-balancing Vehicles and Scooters" has been revised .

II. Requirements for Implementing the New Rules

From the date of this notice, CQC will begin accepting certification applications under the new rules. Applicants shall submit CQC certification applications based on the revised "Certification Rules for Lithium-ion Batteries and Packs Used in Electric Self-balancing Vehicles and Scooters". Certificates will be issued in accordance with the new rules.

Certificates previously issued under the old rules ("Certification Rules for Lithium-ion Batteries and Packs Used in Electric Self-balancing Vehicles") will remain valid. Transition to the new rules will be achieved through natural processes such as certificate renewal upon expiry, product modifications, or standard version updates.

Relevant laboratories shall promptly report their testing capabilities for the new standard to CQC and submit documentation of their accreditation and qualification for the new standard.
