EU CBAM White Paper released by ICAVC

On June 6, 2025, China Quality Certification Centre (CQC) jointly released the EU Carbon Border Adjustment Mechanism (CBAM) White Paper with International Carbon Accounting & Verification Council (ICAVC) members including TÜV SÜD (China), State Power Investment Corporation Smart Energy Co., Ltd., China Green Development Investment Group Co., Ltd., and SCS Global Services. The white paper provides an in-depth analysis of CBAM policy impacts and corporate response strategies.

Attendees at the release ceremony included Wu Yanling (Officer from the Certification and Accreditation Supervision Department of Shanghai Municipal Administration for Market Regulation), Xu Shaoshan (the Deputy Managing Director of CQC), and Prabhu Ramkumar (Head of Sustainability Services, TÜV SÜD China), who delivered keynote addresses.

Based on legal texts and official guidelines issued by the European Commission, the white paper systematically outlines CBAM’s institutional framework, implementation roadmap, reporting requirements, and data accounting methodology. It analyzes key challenges and countermeasures for enterprises during both the transitional phase (2023–2025) and formal implementation period (starting 2026), offering practical guidance for compliance.

Key focuses of the white paper include: CBAM’s product coverage and compliance boundaries, embedded carbon emission accounting methods and data requirements, application scenarios and conversion pathways for default vs. actual values, EU IT platform reporting procedures and timelines, strategies for Chinese enterprises to coordinate supply chains, optimize data management, and reduce carbon-related costs

ICAVC, launched on October 31, 2024 by CQC and organizations across Asia, Europe, and the Americas, promotes carbon accounting and verification advancement through global technical exchanges and collaborative projects, specialized research and standard development, knowledge dissemination and capacity building, facilitating multilateral recognition of verification outcomes, enabling international mutual recognition of supply chain carbon footprints, accelerating global green low-carbon supply chain development

The council drives technological progress while supporting international carbon market growth and climate governance cooperation.
