The compulsory certification criteria for child restraint systems for motor vehicles, GB 27887 - 2024 Child Restraint Systems for Motor Vehicle Child Occupants (hereinafter referred to as the "new standard"), was issued on September 29, 2024, and will come into force on July 1, 2025. It will replace GB 27887 - 2014 Child Restraint Systems for Motor Vehicle Child Occupants (hereinafter referred to as the "old standard").
In accordance with the requirements of the Announcement No. 4 of 2012 of the Certification and Accreditation Administration of the People's Republic of China on the Requirements Concerning the Revision of Standards for Compulsory Product Certification, CQC has revised the CQC-C2203-2014 "Implementation Rules for Compulsory Product Certification - Restraint Systems for Child Occupants of Motor Vehicles". The requirements for the implementation of the standard version change are hereby notified as follows:
1. For products applying for new certification, before the official implementation of the standard on July 1, 2025, the applicant may voluntarily choose to implement the certification in accordance with either the new standard or the old standard. From July 1, 2025, the applicant shall implement the certification in accordance with the new standard.
2. For products with existing certificates, the certificate holders may submit an application for standard revision to CQC from the date of this notice. Non-built-in child restraint systems shall complete the standard revision by July 1, 2026, and built-in child restraint systems shall complete the standard revision by July 1, 2027. For certificates that fail to complete the conversion on time, CQC will suspend the old-standard certificates for 3 months. If the certificate conversion is still not completed after the suspension period, CQC will revoke the certificates.
3. For the test reports previously completed by the applicant that comply with UN R129, test reports where the start date of testing falls within one year to the application date are accepted. The issuing body of the test report shall be a CCC designated laboratory and a CQC contracted laboratory. The laboratory shall re-issue the test report in accordance with the requirements of the CQC test report template. Based on the review and supplementary testing of the frontal impact, side impact, and misoperation items under the worst-case scenario, CQC will partially or fully adopt the dynamic test results.
