To align with the updates in the GB/T 4706 series of standards for household appliances, China Quality Certification Centre (CQC) has revised the certification implementation rules CQC11-462155-2010 Safety Certification Rules for Basic Electro-mechanical Relays. The details of the revisions and the requirements for implementing the new rules are hereby notified as follows:

I. Key Revisions

1. Updated Applicable Standards: Enterprises may choose between the following two certification modes:

(1) GB/T 21711.1-2023 Basic Electro-mechanical Relays—Part 1: General and Safety Requirements

(2) GB/T 14536.1-2022 Automatic Electrical Controls—Part 1: General Requirements

II. Implementation Requirements

1. From the date of this notice, applicants may voluntarily choose to apply for certification under either standard mode.

2. For products already certified, applicants may submit a request for certificate conversion to CQC if they opt for Mode 2 or a combined mode. Additional testing in accordance with the relevant standards will be required. Upon passing CQC’s evaluation, a new certificate will be issued.

3. Relevant laboratories should promptly report their testing capabilities for the new standards to CQC and submit records of their accreditation and certification under the new standards as soon as possible.
