The performance certification standard for LED modules for general lighting, GB/T 24823-2024 (hereinafter referred to as the "new standard"), was issued on November 28, 2024, and will come into effect on June 1, 2025, replacing GB/T 24823-2017 (hereinafter referred to as the "old standard"). To ensure the effective implementation of certification, China Quality Certification Centre (CQC) has revised the certification rules CQC16-465432-2019 Performance Certification Rules for LED Modules for General Lighting. The revised rules, numbered CQC16-465432-2025, apply to product certification category: 010035. The main updates and requirements of the revised certification rules are hereby notified as follows:
I. Key Revisions
1. The certification standard has been updated from GB/T 24823-2017 to GB/T 24823-2024, with corresponding adjustments to test items and requirements. The endurance test has been changed from mandatory to optional.
2. The scope of application has been adjusted in accordance with GB/T 24823-2024.
3. Section 4.3 (Application Review) has been added, and Section 7 (Review and Certification Decision) has been revised.
4. A re-evaluation process has been introduced.
5. Section 7.2 (Handling of Certificates for Supervision Sampling) has been revised.
6. The certification mark has been updated to the "CQC Basic Certification Mark."
II. Implementation Requirements
1. From the date of this notice, enterprises may voluntarily choose to apply for certification under either the new or old standard. Starting from June 1, 2025, CQC will implement certification based on the new standard and issue certificates accordingly, ceasing the issuance of certificates under the old standard. The old rules (CQC16-465432-2019) may be used as a transitional measure until May 31, 2025.
2. For products already certified under the old standard, certificate holders must submit an application to CQC for conversion to the new standard between June 1, 2025, and the first follow-up inspection after the implementation of GB/T 24823-2024. They must also ensure that, within one year of the implementation of the new standard, supplementary tests covering the differences between the old and new standards (see the comparison table for details) are completed, along with product verification and certificate conversion. All conversions must be finalized by June 1, 2026. Certificates not converted by this deadline will be suspended; those still not converted by September 1, 2026, will be revoked.
3. For certified products manufactured and released to the market before June 1, 2025, and no longer in production, certificate conversion is not required.
4. The requirements for implementing the new standard for LED module performance certification in this notice do not exempt relevant products from complying with the Standardization Law of the People's Republic of China.
5. Relevant laboratories may report their testing capabilities for GB/T 24823-2024 to CQC and promptly file records of their accreditation and certification status for the new standard.
