The standard GB 4343.1 - 2024 "Electromagnetic Compatibility Requirements for Household Electrical Appliances, Electric Tools and Similar Apparatus - Part 1: Emission" (hereinafter referred to as the "new standard") for safety and electromagnetic compatibility certification of handheld electric tools, safety and electromagnetic compatibility certification of battery chargers for electric tools, and Type II voluntary certification of electric tools was released on May 28, 2024, and will come into effect on June 1, 2026. It will replace GB 4343.1 - 2018 "Electromagnetic Compatibility Requirements for Household Electrical Appliances, Electric Tools and Similar Apparatus - Part 1: Emission" (hereinafter referred to as the "old standard").
China Quality Certification Centre (CQC) has revised the "Certification Rules for Safety and Electromagnetic Compatibility of Handheld Electric Tools" (CQC12 - 442322 - 2025) and the "Certification Rules for Safety and Electromagnetic Compatibility of Battery Chargers for Electric Tools" (CQC12 - 464243 - 2025) in accordance with this standard. The service categories involved are 005003, 005009, and 005010. In addition, the voluntary certification rules for Type II electric tools in service category 107403 have not been revised. The main revision content of the certification rules and the requirements for implementing the new standards and certification rules are hereby notified as follows:

II. Requirements for Implementing the New Standards and Certification Rules
1. From April 20, 2025, to May 31, 2026, enterprises can voluntarily choose to implement certification in accordance with either the new or old standards. Starting from June 1, 2026, certification shall be implemented in accordance with the new standard, and certificates based on the new standard shall be issued. Certificates based on the old standard will no longer be issued.
2. For products already certified under the old standard, holders of the old-standard certificates may apply to CQC for conversion to the new standard. CQC will develop a transition plan based on the enterprise’s certification status, applicable rules, and differences between the old and new standards. Upon compliance assessment, a new-standard certificate will be issued.
3. The transition from old-standard certificates must be completed by May 31, 2027. Failure to meet this deadline will result in suspension of the old-standard certificates by CQC. If the transition remains incomplete by August 30, 2027, CQC will revoke the old-standard certificates.
4. For certified products that have been manufactured, put on the market before June 1, 2026, and are no longer in production, there is no need for certificate conversion.
5. All relevant testing laboratories should promptly report to CQC their capabilities of testing according to the new standard (including qualification approval and accreditation, etc.).
