China Quality Certification Centre (CQC) has recently revised the certification rules for electric self-balancing vehicles (CQC13-469391-2018). The updated document number is now CQC13-469391-2025. The release date of the new implementation rules is March 31, 2025, and the effective date is August 1, 2025. The involved product category code is 001047. The revisions and implementation requirements are hereby notified as follows:
I. Key Revisions
CQC13-469391-2025 Safety and Performance Certification Rules for Electric Self-balancing Vehicles
l Removal of all content related to electric scooters from the previous version of the rules.
l Revision of Section 4.2.1 (Certification Standards): Updated to GB 34668-2024 Technical Safety Specifications for Electric Self-balancing Vehicles and/or GB/T 34667-2023 General Technical Requirements for Electric Self-balancing Vehicles.
l Revision of Section 9.1.1 (Certificate Validity Period): Extended to five years.
l Revision of Annex 1 (Sample Submission Quantities).
l Revision of Annex 2 (Key Components/Raw Materials List and Testing Standards for Self-balancing Vehicles).
l Revision of Annex 3 (Factory Quality Control Testing Requirements): Updates to standard version numbers, testing clauses, and removal of confirmation testing requirements for non-metallic materials.
l Revision of Annex 4 (Product Description): Updates to the list of key components/materials.
II. Implementation Requirements
1. Voluntary Transition Period: From the date of this notice until July 31, 2025, enterprises may voluntarily choose to comply with either the new or previous version of the rules. Starting from August 1, 2025, CQC will exclusively adopt the new rules for certification and issue certificates under the updated rules. Certificates under the old rules will no longer be issued.
2. Certificate Conversion for Existing Certificates: Holders of certificates issued under the old rules must submit applications to CQC for conversion to the new rules. Product verification and certificate reissuance under the new rules must be completed by the first follow-up inspection. All conversions must be finalized no later than September 30, 2025. Failure to complete conversion by the deadline will result in suspension of old certificates. Certificates not converted by December 31, 2025, will be revoked.
3. Exemption: Products manufactured, marketed, and no longer in production prior to August 1, 2025, are exempt from certificate conversion.
4. Designated testing laboratories must promptly report their capabilities to conduct testing under the new standards to CQC. Laboratories must also submit records of accreditation and certification for the new standards.
