The Article 6.4 mechanism, established under the Paris Agreement, is one of its key market-based mechanisms. Authorized by Article 6.4, it is designed to enhance flexibility and facilitate the achievement of global climate goals by enabling international carbon market transactions between countries. This mechanism builds upon and improves the Clean Development Mechanism (CDM) from the Kyoto Protocol, aiming to increase the cost-effectiveness of emissions reductions through market-based approaches while simultaneously promoting sustainable development.
In July 2024, the China Quality Certification Center (CQC) applied for the designation as a Designated Operational Entity (DOE) under the United Nations Article 6.4 mechanism. The application is currently under review.
