To all enterprises concerned,
The standards GB 1002-2024 "Household and similar use single-phase plugs and socket-outlets - Types, basic parameters and dimensions" and GB 2099.7-2024 "Household and similar use extension socket-outlets - Safety specifications" (hereinafter referred to as the "new standards"), which serve as the basis for the compulsory certification of household and similar use plugs and sockets, were released on July 24, 2024, and will be implemented by August 1, 2025. Upon implementation, the new standards will replace GB/T 1002-2021 and GB/T 2099.7-2015 (hereinafter referred to as the "old standards").
To ensure the effective implementation of the compulsory product certification system, in accordance with the provisions of the "Notice on Compulsory Product Certification Issues Related to Standard Revisions" and the "Notice on Requirements Related to the Revision of Standards Used for Compulsory Product Certification", as well as the Decisions issued by the TC07 Technical Expert Group on Appliance Accessories, namely "Decision on the Implementation Approach for the Revision of the GB 1002 Standard on Household Single-phase Plugs and Socket-outlets - Types, Basic Parameters and Dimensions" (TC07-2024-01) and "Decision on the Implementation Approach for the Revision of the GB 2099.7 Standard on Household and Similar Use Extension Socket-outlets" (TC07-2024-02) (see attachments). The relevant requirements for implementing the new standards and the revised certification implementation rules are hereby clarified as follows:
I. Major Revisions to the Certification Implementation Rules
1. CQC-C0201.02-2024 replaces CQC-C0201.02-2014.
2. The certification referenced standards GB 1002 and GB 2099.7 replace GB/T 1002 and GB/T 2099.7.
3. In Annex 1 “32A rated current value” has been added, the rated values for extension socket-outlets has been revised and and added to Note.
4. In Annex 3 a table for extension socket-outlet products has been added and the requirements for routine electrical strength tests have been revised.
5. In Annex 5 the overcurrent protectors has been added to the list of critical components for portable socket-outlets and a note on sample submission requirements when only the color of the insulating material differs has been included.
II. Implementation Requirements
1. From the date of this notice until August 1, 2025, applicants may choose apply for certification in accordance with either the new standards/revised certification implementation rules or the old standards/old certification implementation rules. From August 1, 2025, certification shall be conducted based on new standard/revised certification implementation rules. Old certificates will no longer be issued.
2. For products that have already been certified under the old standards, holders of old standard certificates should promptly submit applications to CQC for the conversion to new standard certificates. They should complete product confirmation and certificate conversion in accordance with the TC07 Decisions based on the new standards before the end of the first follow-up inspection after the standard implementation date. All conversions of old standard certificates should be completed by August 1, 2026; for those not completed by then, CQC will suspend the old standard certificates. For certificates that remain unconverted by November 1, 2026, CQC will revoke the old standard certificates. For plugs and adapters that comply with the requirements of the GB 1002-2024 standard, in accordance with the relevant provisions for standard implementation, the addition of insulating sleeves to live pins should be completed by August 1, 2027 at the latest. For those not completed by then, CQC will suspend the relevant product certificates, and for those still not completed by November 1, 2027, CQC will revoke the relevant product certificates.
3. For certified products that have been manufactured, placed on the market, and are no longer in production before August 1, 2025, certificate conversion is not required.
4. The requirements in this notice for the implementation of compulsory certification for household and similar use plugs and sockets based on the new standards do not exempt relevant products from complying with the responsibilities stipulated in the Standardization Law of the People's Republic of China, the Product Quality Law of the People's Republic of China, and other relevant regulations.
5. Each designated laboratory should promptly report their capability to conduct tests based on the new standards in accordance with the requirements of relevant notice issued by CNAS and should timely file their accreditation and approval status for conducting tests based on the new standards.
6. Effective immediately, the Product Certification Department IV of CQC will start accepting certification applications based on the new standards.
