In 2011, the Ministry of Finance and the National Development and Reform Commission issued the Announcement on the Catalogue of Third-party Energy Savings Review Bodies (Batch I) ([2011] No.66), authorizing CQC to independently verify energy-saving technological transformation projects and energy performance contracting projects.

Energy savings review is independently carried out by a third-party body to review energy-saving technological transformation projects independently implemented by energy-using enterprises or implemented in the mode of energy performance contracting, to determine the energy savings of the project and to issue the Energy Savings Review Report.

Role and Acknowledgement

• Serve as the basis for both parties to share energy conservation benefits of the energy performance contracting project;

• Serve as the basis for applying for relevant national and local financial incentive funds;

• Serve as a proof for the trading of energy use rights;

• Serve as the evaluation basis for project acceptance, finance lease, financing loans, etc
