Business Overview

In order to advance the implementation of China’s action target of controlling greenhouse gas emissions, standardize and manage China’s low-carbon product certification, promote international trade, and safeguard China’s relevant industrial interests, the National Development and Reform Commission (NDRC) and the Certification and Accreditation Administration of the P.R.C (CNCA) jointly issued the Interim Administrative Measures on Low-Carbon Product Certification (Fa Gai Qi Hou [2013] No.279) on February 18, 2013. Later, to speed up the progress and popularization of energy-conservation and low-carbon technologies, relevant ministers and departments jointly formulated and promulgated the Measures for the Administration of Energy-saving and Low-carbon-emission Product Certification (No.168) on September 17, 2015, which came into effect on November 1, 2015.

Products in the Batch I Catalogue of national low-carbon product certification include: general-purpose Portland cement, flat glass, aluminum alloy profiles and small and medium-sized three-phase asynchronous motors. Products in the Batch II Catalogue include: building ceramic tiles (boards), tires, textile fabrics.

CQC, as a low-carbon product certification body approved by the CNCA, carries out low-carbon certification for products in the national low-carbon product certification catalogue and issues low-carbon product certification certificates.

Role and Acknowledgement
