Recently, CQC revised CQC-C1001-2014 'Compulsory Product Certification Implementation Specifications for Lighting Appliances', and the updated detailed specifications are attached.

I. Main revision content

(1) 1. 2 Quality information related to the classification of manufacturers.

Please review the quality information that forms the basis of the manufacturer classification.

(2）4. 4 Type test

Please add the following information about the testing laboratory: The certification client should select a laboratory fromthe list of CQC contracted laboratories based on their specific situation when applying for certification. The laboratory should be confirmed by CQC.

(4)9. 6 Frequency, person-day and content of supervision and inspection after certification.

Add: CQC shall focus on strengthening the product consistency inspection and testing according to the enterprise classification management and certification risks, and simplify the inspection of factory quality assurance capability by adoptingthe enterprise quality management system certification results.The certification results of the quality management system of the enterprise shall be adopted (applicable to Class A and Class B enterprises), and the inspection of relevant quality capability clauses shall be exempted (the number of exempted person-days shall not exceed 0.5 person-days).

The acceptance of the quality system certification issued by the quality system certification body shall meet the requirements of Clause 3.1.2 of CNCA-00C-004 Implementation Rules for Compulsory Product Certification-Utilization of Testing Resources and Other Certification Results of Manufacturers.

Revise the contents of supervision after the certification of Class A enterprises in Table 9-2 Supervision Frequency and Supervision Method Based on Enterprise Classification Management.

(10) Annex 2 Unit Division Principles

Note 3 is changed to: For the certified products of LED lamps and LED control devices, the certified products with nominal power and measured power less than 5W and the certified products with nominal power or measured power greater than or equal to 5W cannot be in one unit. (The rated voltage is DC, except for the products not applicable to GB 17625.1).

II. Specific Implementation Requirements

1. This revision adopts a natural transition method to renew the certificate.

2. CQC began to accept the certification application according to the revised implementation Specifications for certification from August 1,2023, and the certification client can submit the certification application through CQC website.
