To all concerned enterprises, 

China Quality Certification Centre (hereinafter referred to as CQC) has recently revised the relevant provisions of CQC51-015367-2025 “Certification Rules for Limits on Hazardous Substances in Products from Comprehensive Utilization of Resources” (Service Category : 703010). The main revisions and implementation requirements are as follows: 

I. Major Revisions to the Certification Rules

(1) The title of the rule has been updated to “Certification Rules for Limits on Hazardous Substances in Products from Comprehensive Utilization of Resources”;

(2) The scope of application has been revised;

(3) The referenced standards have been updated as follows:

• Asbestos-free construction products: HJ/T 206-2005 Technical Requirements for Environmental Labeling Product Certification – Asbestos-free Construction Products;

• Light wall panels: HJ/T 223-2005 Technical Requirements for Environmental Labeling Certification – Light Wall Panels;

• Building blocks: HJ/T 207-2005 Technical Requirements for Environmental Labeling Product Certification – Building Blocks;

(4) The division of certification units has been revised;

(5) The requirements for supporting documents have been updated;

(6) The product consistency inspection items have been revised;

(7) The product description template has been updated;

(8) The factory inspection requirements have been revised.

II. Implementation Requirements 

Effective on the date of issuance of this Notice, CQC shall conduct all certifications in accordance with the revised rules. Existing certificates will be transitioned to the new rules through natural mechanisms, including certificate renewal upon expiry, applications for product changes, and standard version updates.
