To all concerned enterprises,

 New versions of standards including GB/T 33047.1-2025 Plastics — Thermogravimetry (TG) of Polymers — Part 1: General Principles (hereinafter referred to as the New Standards) have been issued and will be implemented soon (see Table 1), replacing old standards such as GB/T 33047.1-2016 (hereinafter referred to as Old Standards).

China Quality Certification Centre (CQC) has revised CQC13-036047-2009 Certification Rules for Performance of Non-metallic Materials and Their Components covering the service category listed above. Relevant requirements on rule revision and implementation are notified as follows:

I. Major Revisions to the Rules

1. Updated referenced standards in Table 2, Table 3 of Chapter 2, Table A-1 and Table A-2 of Annex A: replace GB/T 1633-2000 with GB/T 1633-2025, GB/T 19466.1-2004 with GB/T 19466.1-2025, GB/T 19466.2-2004 with GB/T 19466.2-2025, GB/T 19466.3-2004 with GB/T 19466.3-2025, GB/T 33047.1-2016 with GB/T 33047.1-2025.

2. Revised requirements for certification unit division in Clause 4.1.

3. Revised inspection contents in Clause 6.1 and supervision inspection frequency in Clause 8.1.1, and added qualification requirements for factory inspectors.

II. Requirements for Implementation of New Standards

1. From the date of issuance of this Notice to June 30, 2026,applicants may voluntarily apply for certification against either New Standards or Old Standards. Starting July 1, 2026, CQC will conduct certification against New Standards and issue certificates complying with New Standards.

2. Holders of existing valid certificates may submit applications for certificate version upgrades to CQC as of the issuance date of this Notice. Supplementary tests for standard differences shall be conducted in accordance with revised certification rules and comparisons of differences between New and Old Standards (see Annex). New version certificates complying with updated standards will be issued upon successful evaluation by CQC. 

3. Holders of certificates issued under the Old Standards shall promptly submit conversion applications to CQC. Product verification against the New Standards and certificate reissuance shall be completed no later than the conclusion of the first scheduled follow-up inspection following the issuance of this Notice.All certificate conversion work for Old Standard certificates shall be finished before July 1, 2027. Certificates failing to complete conversion by the deadline will be suspended by CQC; those still unconverted by October 1, 2027 will be revoked.

4. All relevant laboratories shall promptly report to CQC their testing capabilities under the new standards, and timely complete the filing of relevant certifications and accreditations obtained in accordance with the new laboratory standards.
