1 General Profile
China Quality Certification Centre (CQC) is an authoritative certification body with independent legal personality approved by Certification and Accreditation Administration of People Republic of China (CNCA). It is an authority with the largest scale and issues the largest number of certificates in China. CQC is one of the earliest institutions that conduct specialized certification, developed from the China Quality Certification Center for Import and Export established in 1993 and Secretariat of China Commission for Conformity Certification of Electrical Equipment (CCEE) established in 1984. Up to now, it has been conducting specialized certification service for over 20 years.
Policy and management system of CQC
The principle of CQC’s certification service is “Impartial and standardized, Faithful and High Efficient, Superior Quality and Scientific, Innovative and Outstanding”.
CQC’s basic principle regarding certification service is to be objective, independent and impartial. CQC follows a non-discriminative policy and working procedure. Faced with the responsibilities and risks in its operation and/or activities, CQC has established adequate certification risk fund so as to cover relevant certification liabilities. As a nonprofit certification body, CQC does not accept any forms of sponsorship. It has an independent accounting system and enjoys stable financial performance and sound financial supervision system. CQC staff at all levels involved in the certification process would not face any commercial, financial or other pressures influencing the certification conclusion, thus it can provide satisfactory service in a wide range of fields.
CQC strictly observes laws and regulations on certification and accreditation as well as requirements and norms of relevant authorities. With complete quality management system and organization structure ensuring justice, it conducts certification service with high credibility.
History:
1. In October, 1984, China Commission for Conformity Certification of Electrical Equipment (CCEE) was founded and began to conduct domestic compulsory certification for electrical products.
2. In June, 1989, CCEE joined IECEE-CB scheme.
3. In 1993, China Import & Export Commodity Inspection Certification Center was founded.
4. In 1995, China Quality Certification Center for Import & Export Commodities (CQC) was founded for management system certification, training and CCIB certification.
5. In 1999, China Quality Certification Center for Import & Export Commodities was renamed as China Quality Certification Center for Import & Export.
6. In April, 2002, China Commission for Conformity Certification of Electrical Equipment (CCEE) and China Quality Certification Center for Import & Export were merged and renamed as China Quality Certification Centre.
7. In March, 2007, China Quality Certification Centre became a part of China Certification & Inspection (Group) Co. Ltd.
Accredited Qualifications of CQC
International accredited qualification:
1. CQC is the only certification body formally joints the CB Scheme of IEC System for Conformity Testing and Certification of Electrical Equipment (IECEE) in China and can issue the CB Test Certificates for 209 standards within 12 categories, which can be recognized by 43 countries and regions within the CB Scheme.
2. CQC is the formal member of the International Certification Network (IQNet) since 2001. The Certificates of ISO9000, ISO14001 and OHSMS 18001 issued by CQC are recognized by 38 member bodies of 34 countries and regions. CQC can issue IQNet certificates to the organizations to which have been awarded ISO9001, ISO14001, OHSMS 18001 certificates of CQC.
3. CQC is the formal member of the International Federation of Organic of Agriculture Movement (IFOAM), CQC has launched the Organic product certification;
4. CQC is the full member of CITA;
5. CQC is an official member of Asia certification network forum (ANF);
6. CQC is accredited by Japan government as a competent certification body of Product Safty of Electrical Appliance & Materials ( PSE);
7. CQC is accredited by Kraftfahrt-Bundesamt (KBA). CQC is competent to perform the certification of quality management systems according to EN 45012:98 (ISO/IEC Guide62:96) in connection with road traffic legislation which is relevant to the KBA homologation procedure in Industry sectors.
National accredited qualification:
1. CQC is a management system and product certification body approved by Certification and Accreditation Administration of the People’s republic of China (CNCA);
2. CQC is a quality management system (ISO9001), environment management system (ISO14001), occupational health and safety management system (GB/T28001) and HACCP certification body accredited by China National Accreditation Service for Conformity Assessment (CNAS);
3. CQC is a training body approved by Certification and Accreditation Administration of the People’s republic of China (CNCA) and accredited by China Certification & Accreditation Association (CCAA);
4. CQC is a product certification body accredited by China National Accreditation Service for Conformity Assessment (CNAS);
5. CQC is a formal member of China Certification & Accreditation Association (CCAA);
6. The Secretariat of Environmental Standardization Workgroup for Electrical and Electronic Products and Systems is set in CQC. Taking an active part in international standardization activities, the workgroup works in cooperation with IEC TC111 (Technical Committee of Environmental Standardization for Electrical and Electronic Products and Systems) to advance enactment of national environmental standards for electrical and electronic products and systems; to provide technical support for drafting and implementing related national laws and regulations; and to strengthen international cooperation and communication and create a win-win international environment for a sustainable development of national electrical and electronic industry.

CQC’s headquarter is located in Beijing, P.R.C., it has 11 branch centers for product certification and 31 audit centers for management system certification in China, and 208 contracted testing laboratories and 17 CB laboratories.

CQC has an extensive, flexible and efficient service network around China, with over 12000 full-time and part-time auditors, inspectors and technical experts in various fields.
Main business of CQC
CQC conducts business in strict compliance with laws of PRC and rules of WTO, with business covering China Compulsory Certification (CCC), CQC Mark Certification, voluntary certification promoted by China, management system certification, professional training, and international certification service.
Product certification: CQC is authorized by CNCA to undertake China Compulsory Certification, covering 158 kinds of products in 22 categories including home appliance, motor vehicles, safety glass, medical equipment, electrical wires and cables, toys, etc. Up to May 2007, it has issued more than 230,000 CCC certificates. For products not governed by CCC, CQC has also provided voluntary certification business (called CQC Mark Certification), covering more than 500 kinds of products and issuing more than 20,000 certificates.
Management system certification: CQC can provide certification service on Quality Management System (QMS), Environment Management System (EMS), Occupational Health and Safety Management System (OHSMS) and Hazard Analysis Critical Control Point (HACCP), almost covering all industries and providing comprehensive service to various organizations. Up to now, CQC has issued more than 25,000 management system certificates. At the same time, it has developed and extended its range of certification, offering certification in such fields as TS16949, ISO13485 and ISO27001.
Professional training: CQC is a professional training body with the broadest business range accredited by CCAA, with its training business covering management system training and CCC training. Qualified trainees are issued relevant training certificates by CQC which can be used to apply to be registered as a qualified auditor. Meanwhile, CQC has strong ability in developing training courses, with over 60 courses at present, including the course on basic knowledge of CDM.
International cooperation and communication
CQC has established close partnership with 22 certification bodies in 19 countries and regions including TUV-SUD, TUV Rheinland in Germany, KFQ in South Korea, JQA in Japan and SGS. Moreover, it has signed mutual entrustment agreement with world famous certification bodies like TUV Rheinland in Germany and IRAM in Argentina. With a professional and creditable reputation, CQC is continuously improving its influence in the world.

Work in the field of environment management:
Adopting the policy of “Superior Quality and Scientific, innovative and outstanding”, CQC attaches great importance to international and domestic efforts on certification and standardization of environment management and environment protection. As a member of China Environment Management Committee, CQC strictly follows ISO14000 Standards and participated in the translation and transformation of ISO14064-1 Specification with guidance at the organization level for quantification and reporting of greenhouse gas emissions and removals and ISO14064-2 Specification with guidance at the project level for quantification, monitoring and reporting of greenhouse gas emission reductions or removal enhancements.
Environment management system certification: Since 1996 CQC has began to conduct ISO 14001 environment management certification and issued the first ISO14001 EMC certificate of China in 1996. Up to now, it has issued over 3000 certificates in 34 industries including chemical industry and power generation industry, with its auditors exceeding 400. It has thus accumulated rich experience in the field of environment management.
Energy saving and environmental product certification: With the birth of Restriction of Hazardous Substances in Electronic and Electrical Equipment Directive (RoHS Directive) implemented by Europe Union, CQC became the first certification body of China to provide RoHS certification service, with over 2000 certificates issued up to now. As for energy saving certification, CQC participated in, as a backbone force, the discussion and preparation of energy saving plan and implementation rules and government procurement certification, organized by CNCA. Up to now, CQC has conducted energy saving certification on 21 categories, including electronics, electrical appliance, lighting device, engine, doors and windows, etc. As for environment protection certification on motor vehicles, especially with certification on energy saving automobiles, CQC has been promoting certification on energy saving automobiles energetically, guiding automobile energy saving and environment protection market into sound cycling. Up to now, such world famous brands like Toyota and Benz have undergone such certification.
Solar-PV product certification: CQC has always been following the development of international certification on Solar-PV products and proactively participating in international and domestic academic research in Solar-PV industry. It has issued CQC Solar-PV certificates to over 20 domestic enterprises.
Furthermore, CQC has also conducted certification service on Good Agriculture Practice (GAP), Environmental Labeling Product Certification, as well as forest certification and Milieu Programma Sierteelt (MPS) certification.
